   It sounds like you’re probably looking for OCR (optical character recognition) software, which is usually used in tandem with a scanner, though I suppose you could just load any other image file into it too. The two I was able to find via a quick search were Readiris Pro, which looks like it starts at $130 USD, and DigitEyeOCR, which is freeware. Hope that helps!
