You should definitely give the GIMP (GNU Image Manipulation Program) a try. It is a free open-source application that rivals the great photoshop. You can download it for free here:

I’m a little confused at what your trying to do. You don’t want a program like Aperture or Photoshop but you want something to create your own images. Like an animation software? There was an animation software, if that is what your looking for, for free but I forgot the name of it. Just search google for a free animation software and you should get a few good results. Add a little more detail at what your trying to accomplish with this software. I don’t fully understand what you mean by creating an image. That can mean a whole bunch of things.
Picnik or Lunapic are great all round web based and FREE editing tools. Adobe Photoshop is expensive by they too have a free website version in Photoshop Express. Since they are all web based they will work on a Macintosh.
If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations.
